His public service includes serving as a Member of the Indonesian House of Representatives (DPR-RI) from 1999 to 2004, where he was a key figure in the Ad Hoc Committee for the Amendment of the 1945 Constitution. Prior to his judicial and political career, Dr. Zoelva honed his legal expertise as an associate at the law office of OC Kaligis & Associates before co-founding several law firms, including SPJH&J and HSJ&P.
